According to the 2016 UN/ITU Broadband Commission report, efforts to increase gender equality in ICT access have stalled after a period of incremental improvements. A week later, the Wall Street Journal ran a story titled: “Why the majority of Indian women will never use a smartphone.” Why is there so much tension between technology, gender, and cultural factors that limit the gender successes our organizations are working so hard to achieve? In this working group, we will explore the current state of gender and ICT4D, conduct simulations in order to help people develop gender-specific indicators, and demonstrate how to uncover new knowledge about culture, community and context critical to any ICT4D program success.
